(1) If only one candidate is retained during the publication of the final list of candidates in accordance with Section 26 of the Act for the election to be held in accordance with the first-come, first-served election system, the Election Officer shall declare such candidate elected unopposed in accordance with Section 27 of the Act and immediately inform the Commission thereof. (2) The Election Officer shall issue a certificate of election to the candidate who has been elected unopposed in accordance with sub-rule (1) after the end of the specified time for voting.
